National Officers


Amy Denise Kord, National President


I was appointed as a United States Probation Officer in the District of New Mexico in July of 2003. I have solely worked in the Presentence Investigations Unit, promoting to Sentencing Guideline Specialist in 2012, and Supervisor in May of 2021. I am a co-lead for our District’s Financial Team and Wellness Committee; I am a member of our Evidence Based Practices Committee; and I am a PSX trainer.


I have been a member of FPPOA since 2010 and was honored to receive the 2012 Adolfo Sanchez Line Officer of the Year award, which is chosen from the FPPOA Central Region. I became the National Treasurer in October of 2013, a position I proudly held until becoming the National President in January of 2023. Additionally, I am the FPPOA Representative for the Probation Officers Advisory Group (POAG). During my tenure on the National Board, I have assisted in the planning and coordinating of four National Training Institutes (2015 – Scottsdale; 2017 – Orlando; 2019 – Tucson; and 2022 – Oklahoma City).


As our districts continue to grow in the numbers of clients and reports, our districts are being asked to do more with less. FPPOA can be the voice of our agencies to help make necessary changes that will benefit the greater good. We are working closely with the AO and Chiefs to assure officers’ health and wellness are brought to the forefront of discussions. Whether this means a unified policy regarding comp time or overtime pay, FPPOA will be at the head of those discussions and will provide the AO and other committees with the information and concerns we hear and see on daily basis. “Wellness” cannot be empty rhetoric or a platform for change that never occurs. As Officers, we spend more and more time in the office or in the field, with clients, with counsel, with our co‐workers, than we do with our own family and friends. And sometimes those extra hours are not compensated.


Our goal for FPPOA is for the upcoming year is to provide the AO and the Judicial Conference with documentation regarding the need for adequate employee compensation based on job duties. I look forward to having the opportunity to continue working toward this goal in the upcoming years as the FPPOA President.


Shannon Webber, Vice President

My law enforcement career began in 1997 as a state trooper with the South Carolina Highway Patrol. In 2001, I was assigned to the DEA Task Force. I began my USPO career in 2005 in the pretrial unit. From 2009 until the present, I have been with the supervision unit and currently serve as the Drug Aftercare Treatment Specialist. One of the primary duties for the DATS position is being the Drug Court coordinator. I am a member of the Safety and Firearms team and serve as search coordinator. In 2014, I was appointed to the Federal Probation and Pretrial Officers Association as the Legislative Liaison (2014 – present). In 2020, I was awarded the District of South Carolina’s Chiefs’ Award for Excellence, the Alston Wilkes Federal Probation Officer of the Year. 


I have been a long-time member and board member of FPPOA. As a board member, I have had the opportunity to meet so many people and learn a lot about our system. As a board member, we have worked endless hours to represent the concerns of the officers and oversee the many changes that have occurred doing my time on the board.


In seeking the Vice President role, my primary goal is membership and the safety of our officers. Throughout my career, I have participated as a firearm and safety instructor. We have some of the best training/trainers at the National Training Academy. I would like to continue our great relationship with Academy to ensure the officers are receiving the best training in the country. Remember, we are the only organization that represents you the officer.  


Anita Carrizosa, Secretary


Anita Carrizosa is a Supervisory Probation Officer in the District of Arizona. She has served the FPPOA board since 2021 when she was appointed as the Newsletter Editor and was elected to Secretary in 2023. Prior to serving on the board, as an FPPOA member, she served as the local point of contact and volunteer coordinator for the 2019 NTI and assisted with local duties during the 2015 NTI. She has worked in the field of community corrections since 2002 and has been with U.S. Probation since 2010. She has a strong passion for serving her community and the officers who share her dedication to impacting the lives of those we supervise in a positive way, balanced with protecting the community. She has experience in both post-conviction supervision and presentence, is a National STARR coach, National PCRA trainer, and National office review participant. She has worked to develop ongoing training curriculum to support the initiatives in the area of post-conviction intervention strategies and has a strong passion for supporting officers by validating their experiences, supporting their mental, emotional and physical wellbeing, and advocating for resources needed to facilitate the safe and effective execution of their duties.


She has extensive experience in the field of sex offender management and has earned a reputation as a subject matter expert in the field. She has earned the respect of her peers through her engagement, and ongoing commitment to lead in a trustworthy, balanced, and fair direction. She is passionate about participating in national initiatives aimed at developing training and resource management for the betterment of those we serve, our stakeholders, our agency, and staff. She is honored to have the opportunity to contribute to the FPPOA and it’s mission to serve officers, advocate for resources, develop innovative practices, and continue to provide ongoing education in the ever changing field of community corrections.

James Poe, Treasure

In February 2014, I was appointed as a United States Probation Officer in the Middle District of Georgia. Over the past seven plus years, I have worked in Pretrial, Investigations, and Supervision. I’m currently the Location Monitoring Specialist for the Middle District of Georgia. In addition to my normal duties, I serve as a Firearms and Safety Instructor and as a member of the Search and Seizure Team.

 

I have been an FPPOA Member since 2014. I have served on the FPPOA Executive Board since 2016. I spent four years as the Newsletter Editor and severed two years as Southeast Regional President. I currently hold the position the FPPOA Treasurer.

 

Prior to US Probation, I worked nine years for the Mecklenburg County Sheriff's Department - Pretrial Services Division in Charlotte, North Carolina. I have a Bachelor of Science from East Carolina University and a Master of Business Administration from Pfeiffer University.

 

I truly believe the FPPOA is the voice of LINE OFFICERS & STAFF (pretrial, post-conviction, investigations, and administrative assistances). FPPOA is uniquely positioned to have a positive impact on our agency as a whole and I hope to continue to be a part of it. 

Kelli Frye, Partner Liaison

I was appointed as a United States Probation Officer in the District of South Carolina, Charleston Division, in February 2001. I’ve had the opportunity to spend time in each of the three primary areas of our agency: Pretrial Services (both Court and Supervision), Post-Conviction Supervision, and Presentence (since 2005/Guidelines Specialist/Court Services Supervisor). I currently serve as Asst. Deputy Chief U.S. Probation Officer. I have been active with the FPPOA Board since 2015, helping to coordinate four National Training Institutes, serving as Southeast Regional President (2016 - 2020), and serving as National Vice President (2020-2022).  


My goals for FPPOA are to fully support our membership by bringing member concerns back to the forefront of our Association’s focus. We developed an Advisory Council made up of current staff, retirees, and members of the professional community to help us achieve our goals. With the guidance of the Advisory Council, we are embarking on a Strategic Plan and we look forward to engaging our membership in that process. I'm excited to work with our stakeholders and partner organizations to engage in legislation directly impacting our membership and U.S. Probation and Pretrial Services as a whole. 


Leslie Van Winkle, Communications Manager/Newsletter Editor

In January 2016, I was appointed as a United States Probation and Pretrial Services Officer in the District of Nebraska. I work in both post-conviction and pretrial supervision and write bond reports. Prior to being a US Probation Officer I worked as a state probation officer specializing in a sex offender specific caseload. I am currently a member of the cybercrimes search team and safety team as well as a PCRA trainer.


I have been a member of FPPOA since 2018 and served as a District Representative from 2019-2023. I am committed to educating others on the rewards of joining FPPOA and the benefits it provides officers across the United States.
