Dion Thomas, President - Great Lakes Region

In September 2007, I was appointed as a United States Probation Officer for the Eastern District of Michigan. I have a bachelor’s degree in Criminal Justice and master’s degree in Public Administration. Since being appointed as an officer, I have been fortunate enough to serve a tremendous court, staff, and our system as a whole. In 2018, I was elected as FPPOA’s Great Lakes Regional President. In 2020, I was promoted to the position of Deputy Chief U.S. Probation Officer.

Joshua Rothman, President - Northeast Region

I am currently a Supervisory Pretrial Services Officer in the Southern District of New York. I began my career in the district in 2005 as a technician and have served as a Pretrial Services Officer Assistant, Pretrial Services Officer and Intensive Supervision Specialist. I have served as a STARR coach and am a graduate of the FJC’s Leadership Development Program. I have a Bachelor’s Degree in Criminology and Criminal Justice from the University of Maryland and a Master’s Degree in Criminal Justice from the John Jay College of Criminal Justice.

I became an FPPOA member in 2008 and served as a District Representative before being elected Northeast Region President. Involvement with FPPOA is very important to me because it is an opportunity to be aware of what is going on in our system to help facilitate change. Being a member is also a wonderful opportunity to connect with officers throughout the country. As someone who comes from a district with a separate Pretrial Services Office, the mission of Pretrial Services is very important to me, and I hope to bring that viewpoint to FPPOA.

Erica Simpson, President - Southeast Region

I was appointed as a U.S. Probation Officer in the Middle District of Georgia in October 2017, after having served as a Probation Services Assistant since October 2014. I currently conduct presentence investigations, serve as an active member of my district’s Data Quality Team, mentor new officers, and assist in providing in-district training. I have a Bachelor of Science in Sociology with a concentration in Criminology from Kennesaw State University and a Master of Public Administration with a concentration in Public Policy from Valdosta State University. I am also a graduate of the FJC’s Federal Court Leadership Development Program.

I have been a member of FPPOA since 2022 and fully realized the impact membership in FPPOA can have while attending the association’s National Training Institute in August 2022. I believe FPPOA can foster purposeful work rather than work for work’s sake through connectedness, recognizing and acknowledging officers for their efforts and innovations, and championing system-wide support system programs that empower officers to achieve work-life balance. I am honored to promote the mission of FPPOA and serve our members.

Jennifer Morris, President - Central Region

I was appointed as a U.S. Probation Officer in the Northern District of Texas, Dallas Division, in January 2007. These past 16 years have been spent in Court Services as a Presentence report writer, with cross-training in Pretrial Services; in Post-Conviction supervision; and as a Supervisor over Court Services and Post-Conviction officers. I also oversee the Sex Offender Management Team and the Diversity Group for the district.

I became a member of FPPOA in 2007 and was chosen as the FPPOA Central Region President in 2014. I worked on organizing the past four National Training Institutes (NTIs). Additionally, I work with the District Representatives of the Central Region to provide information, select a Line Officer of the Year (LOY), and promote memberships.

Being a member of FPPOA allows me to give back to the agency as a whole and to work toward the betterment of U.S. Probation and Pretrial Services through training and advocacy. I love being part of an organization that promotes wellness, education, networking, and the recognition of officers and staff.

Claudia Quintero, President - Western Region

I was appointed as a United States Probation Officer for the District of Arizona in November of 2007 as a presentence officer. Shortly thereafter, I transferred to post-conviction operations where I have been since. I served as a generalist, overseeing a primarily, monolingual, Spanish speaking caseload. I also supervised the Low-Risk Supervision Standard caseload as well as step-down mental health and step-down sex offender caseloads. In the past, I have also served my department as an officer safety instructor, entry officer member for the search team as well as a STARR coordinator and continue to be a STARR coach. I was promoted as Supervisory United States Probation Officer in October of 2022.

I have a Bachelor of Arts Degree in Psychology and a minor in Spanish from the University of Arizona. Bear Down! I served as an FPPOA District Representative commencing in April of 2024, joined the FPPOA Officer Safety Committee in February of 2025, and FPPOA Education Committee in June 2025, before being elected Western Region President.

I’m passionate about the work we do and am especially invested in our frontliners, and for that reason chose to be a part of the FPPOA. The FPPOA serves our frontliners with valuable initiatives such as the benevolence fund, scholarships, trainings, but above all the FPPOA is a strong advocate for us. I’m truly honored and humbled to serve our members and be a part of something so meaningful!
